Kentucky Small Business Air Quality Program
The Kentucky Small Business Air Quality Program helps small businesses comply with state and federal regulatory requirements to implement the Clean Air Act Amendments of 1990. The amendments require that each state offer free assistance to small businesses affected by this law.
The Division of Compliance Assistance encourages everyone to use these free services to improve air quality and achieve compliance with the air quality regulatory program.
Each state assistance program is required to have three components:
- ombudsman services
- an advisory panel
- technical assistance services
Kentucky program services include:
- Providing ombudsman services.
- Assisting the Kentucky Small Business Air Quality Compliance Advisory Panel, an 11-member panel appointed by the governor.
- Sponsoring the annual Small Business Air Quality Stewardship Awards.
- Providing air quality technical and compliance assistance, free of charge to small businesses.
These services are provided by the Division of Compliance Assistance. Technical assistance services are provided by the DCA in all counties except Jefferson County. To be eligible for on-site assistance, small businesses must:
- Have less than 100 employees
- Be independently owned
Educational information developed and distributed by the program is available to everyone upon request.
If your small business is located in Jefferson County, technical assistance is available from the Louisville Metro Air Pollution Control District.
Small Businesses and the Clean Air Act Amendments of 1990
The 1990 amendments contain several requirements that affect small businesses. These include measures to:
- Lower emissions from small industrial and service companies that contribute to ground-level ozone pollution (smog).
- Sharply curb emissions of 188 toxic air pollutants from hundreds of industries.
- Recycle and phase out the production and use of products and substances that deplete the Earth's upper ozone layer.
Small business owners/operators should be aware the following factors do not necessarily correlate with how much pollution a company generates:
- Actual size of a company
- Volume of goods and services it produces
- Number of people it employs
