KENTUCKY OPERATOR CERTIFICATION PROGRAM

The Kentucky Operator Certification Program provides training and issues certifications to ensure that individuals engaged in performing many of Kentucky’s critical environmental activities are qualified and capable to perform their duties. The program includes:

  • Issuing certification licenses to Kentucky’s drinking water and wastewater system operators.
  • Presenting classes statewide for water treatment and distribution system operators and wastewater treatment and collection system operators.
  • Assisting the Kentucky Board of Certification of Water Treatment and Distribution System Operators and the Kentucky Board of Certification of Wastewater System Operators. The boards advise the department on its certification program implementation.

OPERATOR CERTIFICATION TRAINING SCHEDULE

The 2009 and 2010 Operator Certification Training Schedules are available. The schedules list certification class and exam offerings and continuing education classes that the Operator Certification Program has scheduled for 2009 and 2010.

ONLINE RENEWAL 

Kentucky's operators are now able to renew their licenses online. As long as you have earned sufficient continuing education hours, you can renew your certification license in just minutes! This process eliminates the hassle of completing renewal forms and mailing checks. All you need is an Internet connection and a valid 16-digit credit or debit card. After completing the easy-to-use online process, your new wallet card will be mailed to you.

Water treatment and distribution operators that work for an ERG-eligible facility cannot renew online. These operators will need to submit a renewal form that can be downloaded from the Department for Environmental Protection forms page.

If operators are not sure if their facility is ERG-eligible, the following link will list all ERG-eligible facilities.

Administrative Regulations Related to Wastewater Operator Certification

DCA Files Amendments to Wastewater Operator Certification Regulations on Oct. 14, 2009!

The Wastewater Operator Certification administrative regulations are currently contained in Title 401 Chapter 11 of the Kentucky Administrative Regulations (KAR). The division has proposed to make minor changes to 401 KAR 11:030.

The following amended regulations were filed, along with a Statement of Consideration, with the Legislative Research Commission (LRC) on Oct. 14, 2009.

The public comment period for these regulations closed on Aug. 31, 2009. The public hearing was held on Aug. 25, 2009. Public comment and hearing information is contained in each regulation or by clicking here.

These regulations are tentatively scheduled to be on the December agenda for the Administrative Regulation Review Subcommittee (ARRS).

DCA Files Amendments to Drinking Water Operator Certification Regulations on Oct. 14, 2009!

The Drinking Water Operator Certification administrative regulations are currently contained in Title 401 Chapter 8 of the Kentucky Administrative Regulations (KAR). The division has proposed to remove the drinking water certification regulations from Chapter 8 to Chapter 11.

Regulation Promulgation Process

Promulgation is the formal process of putting an administrative regulation into effect. The Administrative Regulation Promulgation Process document is an informal interpretation of the process for promulgating administrative regulations, as governed by KRS Chapter 13A. It is not a complete legal interpretation of the statute. KRS Chapter 13A is available through the Web site of the LRC. Please see the explanation of the LRC Web site on this page.

CERTIFICATION BOARDS' MEETING DATES 

The Kentucky Board of Certification of Wastewater System Operators will have its monthly business meeting at 11 a.m. on Feb. 16, 2010, at 300 Fair Oaks Lane in Frankfort, in Room 301C.

The Kentucky Board of Certification of Water Treatment and Water Distribution System Operators will have its monthly business meeting at 1:30 p.m. on Feb. 18, 2010, at 300 Fair Oaks Lane in Frankfort, in the DCA conference room. 

All operators are invited to attend the meetings. Continuing education credit will be given to certified operators who attend a board meeting.

Online License Information

Check your operator certificate information online

Licensed operators can now go to the Department for Environmental Protection e-Search Web site to look up current information regarding their certificate. This site will give the certificate number, continuing education hours and other information related to operator certification.

Lodging Discounts for Operators
The Certification and Licensing program and the Kentucky Department of Parks have teamed up to offer lodging discounts to operators who attend the programs' certification training. The special rate of $59.95 per room/night will be available to operators who reference Code EEC10 for 2010 when making reservations at the state parks. Reservations should be made as soon as possible as the block of rooms will be released 30 days out from the date of training.
