The Operator Certification Program provides training and issues certifications to ensure that individuals engaged in performing many of Kentucky’s critical environmental activities are qualified and capable to perform their duties. The program includes:
- Issuing certification licenses to Kentucky’s drinking water and wastewater system operators.
- Presenting classes statewide for water treatment and distribution system operators and wastewater system operators.
- Assisting the Kentucky Board of Certification of Water Treatment and Distribution System Operators and the Kentucky Board of Certification of Wastewater System Operators, which advise the department on its certification program implementation.

***Update - Changes to the 2009 Operator Certification Training Schedule
The Wastewater Treatment Certification School scheduled for Dec. 8-10, 2009, at Dale Hollow SRP, has been changed to a Collection System Certification School.
An additional Surface Water Certification School has been added to the 2009 training schedule for July 27-30, 2009, at Kentucky Dam Village SRP.

Kentucky's operators are now able to renew their licenses online. As long as you have earned sufficient continuing education hours, you can renew your certification license in just minutes! This new process eliminates the hassle of completing renewal forms and mailing checks. All you need is an Internet connection and a valid credit card. After completing the easy-to-use online process, your new wallet card will be mailed to you.
Water treatment and distribution operators that work for an ERG-eligible facility cannot renew online. These operators will need to submit a renewal form that can be downloaded from the Department for Environmental Protection forms page.
If operators are not sure if their facility is ERG eligible, the following link will list all ERG-Eligible Facilities.

Wastewater and Water Treatment Operator Certification Board Meetings
The Kentucky Board of Certification of Wastewater System Operators will have its monthly business meeting at 10 a.m. on July 21, 2009, at 300 Fair Oaks Lane in Frankfort, in Room 1 B-C.
The Kentucky Board of Certification of Water Treatment and Water Distribution System Operators will have its monthly business meeting at 1:30 p.m. on July 23, 2009, at 300 Fair Oaks Lane in Frankfort, in Room 1C.
All operators are invited to attend the meetings. Continuing education credit will be given to certified operators who attend the board meeting.

Administrative Regulations Related to Wastewater Operator Certification
The Wastewater Operator Certification administrative regulations were contained in Title 401 Chapter 5 of the Kentucky Administrative Regulations (KAR). The division proposed to remove the wastewater certification regulations from Chapter 5 to a new Chapter 11. The public comment period closed on Sept. 2, 2008. In response to comments received, DCA prepared a statement of consideration (SOC) and amended the administrative regulations.
The following amended regulations were filed with the Legislative Research Commission (LRC) on Oct. 14, 2008, and became effective on March 6, 2009.

Drinking Water Treatment and Distribution Operator Certification Regulations
Administrative Regulations Related to Drinking Water Operator Certification
The Division of Water filed an administrative regulation with LRC on Jan. 9, 2009. The public hearing is scheduled for Feb. 25, 2009, at 10 a.m., at 300 Fair Oaks Lane, Conference Rooms 301B and 301C. The public comment period closed on March 2, 2009.

Regulation Promulgation Process
Promulgation is the formal process of putting an administrative regulation into effect. The Administrative Regulation Promulgation Process document is an informal interpretation of the process for promulgating administrative regulations, as governed by KRS Chapter 13A. It is not a complete legal interpretation of the statute. KRS Chapter 13A is available through the Web site of the LRC. Please see the explanation of the LRC Web site on this page.
