The Kentucky Brownfield Program and the federal Environmental Protection Agency are working together to help return brownfield properties to productive use. The Targeted Brownfield Site Assessment Program (TBA) provides the initial step in characterizing the environmental contamination of a property by helping to determine how much and what type of contamination is present.
A TBA encompasses one or more of the following activities:
- A screening or "All Appropriate Inquiry" (Phase I Environmental Site Assessment) includes a background and historical investigation and preliminary site inspection.
- A full Phase II Environmental Site Assessment includes sampling activities to identify the types and concentrations of contaminants and the areas of contamination.
- Establishment of cleanup options and cost estimates based on future uses and redevelopment plans.
The Kentucky Brownfield Program is currently looking for project ideas for the program. There is no cost for the assessments. A candidate site should have redevelopment potential and suffer from the stigma of potential environmental liability. The intended redevelopment can involve the creation of commercial, industrial, residential, recreational or conservation uses. Kentucky is limited in the number of TBAs it can take on each year, so sites are considered on a first-come, first-served basis.
