Kentucky Brownfield Inventory

There are an estimated 8,000 brownfield sites in the Bluegrass state, and the Kentucky Brownfield Program is working to get those properties back into productive use.  While the approximate number of brownfields is known, their locations are not.  The Kentucky Brownfield Program has created an inventory of brownfield sites in order to market the properties to those interested in brownfield redevelopment.  The Kentucky Brownfield Program is working to promote the redevelopment of these sites by helping to remove barriers that prevent reuse, providing useful information to communities, developers and the public and encouraging a climate that fosters redevelopment of contaminated sites. 

Properties on this inventory are potentially eligible for incentives such as:

  • Free site assessments for municipalities, nonprofits and quasi-governmental agencies - Targeted Brownfield Assessments (TBAs) include "All Appropriate Inquiries" (Phase I environmental assessment), a Phase II environmental assessment, cleanup options and an estimate of costs.
  • National brownfield assessment, revolving loan fund and cleanup grants - These grants are available to communities, nonprofits and quasi-governmental agencies wishing to remediate brownfield properties. 
  • Low interest loans - The Kentucky Infrastructure Authority administers the Clean Water State Revolving Loan Fund.  Sites that have a current or potential impact upon water may be eligible for loans.
  • Local and state property tax incentives - Bona fide prospective purchasers of qualified properties can receive a reduction in state and local ad valorem property taxes for three years following the cleanup. 
  • Income tax incentives - Qualified parties can receive up to $150,000 worth of income tax credits for expenditures associated with an approved state cleanup plan.
  • Other resources - Depending on the type of site, a brownfield can be eligible for grants from a host of other agencies such as Housing and Urban Development, Economic Development Administration and historic preservation entities.
  • State cleanup assistance - If a property with no viable responsible party shows significant potential for economic development or poses imminent health and safety concerns, the Division of Waste Management may be able to prioritize funds to help with the cleanup of the property.
  • Cleanup liability protections - Liability protections are granted under the bona fide prospective purchaser agreement.
  • Marketing - The Kentucky Brownfield Program is working to build a brownfield inventory that will be used to actively market sites to interested parties. 
  • Professional staff - The Kentucky Brownfield Program staff is here to help guide purchasers through the brownfield redevelopment process and answer questions about incentives, cleanup, regulations and other brownfield-related topics.
